ITANAGAR, July 18: Arunachal Pradesh will open their Santosh Trophy campaign with a match against Delhi on July 21. Arunachal have been pitted in a tough group along with Delhi, Madhya Pradesh and Uttar Pradesh in Cluster V.
Nada Apa and Mindo Padu are the Coach and Manager of the Arunachal team.
The 64th National Football Championship for Santosh Trophy is being held at Kolkata from July 15.
AAPSU raps govt on “Elitist Approach”
ITANAGAR, July 18: The All Arunachal Pradesh Students’ Union (AAPSU) has strongly objected to the government decision to revise the room rents of Arunachal Bhawan and Arunachal House, Chanakyapuri, New Delhi.

“The irrational increasing in room rent has adversely affected the common masses that come to Delhi for medical attention and students. Most of them are from humble background and with their meager money they cannot afford to stay in hotels of Delhi unlike our Ministers and MLAs”, says AAPSU President Takam Tatung.
He urged the state government to immediately to reconsider its “Elitist Approach” keeping in view real hardship common masses and students are facing because of the capricious order.
“We don’t mind if the rents for VIPs and government officers are increased hundred times as it will be borne from the state exchequer but what is the logic behind increasing the rents five times higher for all other guests which mostly comprises of students and Arunachalees on medical grounds”, Tatung vents his ire over the decision.
Meanwhile, Expressing serious concern over the large scale death of Mithun, as reported from various part of the state, the Union called upon the veterinary department and the concern ministry to press into action before things goes out of control.
He further said that it will be advisable if the government come out with certain policies to encourage mithun rearing in the state.
The union also appealed to the teaching community of the state to refrain from using cell phones in the class room as it will encourage the students to follow suit.

Late Nguso’s family acknowledge public support while Police criticism continues
ITANAGAR, July 18: The family members of Late Jumchi (Tachi) Nguso, the APST bus conductor who died under mysterious circumstances on July 15 has thanked the people, the students’ organizations led by AAPSU, all NGOs and well wishers for “their support and sacrifice in fighting against the atrocities which had been inflicted upon us”.
In an email to this daily, the family members stated “even at this time of grief, the family feel elated on seeing the love, affection and untiring support by all. Wish we stand united like this for all such genuine cases”.
Late Nguso has died early morning on July 15 after he was allegedly denied medical attention on time after being hit by a vehicle belonging to the CM Security Cell.
Instead of a Hospital, he was taken to the Naharlagun Police Station where he was allegedly tortured. His death had sparked widespread protest by students and citizens against Police brutality.
Meanwhile, Organizations continue to question Police handling of Late Nguso’s case.
Arunachal Tribal Students’ Union strongly condemning the incident, demanded resignation of Chief Minister and Home Minister on moral ground.
The union said that various organizations and civil societies have demanded termination of OC, Naharlagun Police Station LR Rana, SDPO BS Mehra, investigating Officer Suresh Singh and SI K Pait. But instead of terminating the officers, the state government is practicing nepotism and trying to save those police personnel involved, it said.
The suspension and withdrawal of the officers from their respective police station is just a face saving step and not justice, it said.
If the state government doesn’t act as per the demands of the various students’ organization and NGOs, the Chief Minister and the Home Minister should resign on moral ground, the Union added.
Kargu Kardi Welfare Society expressed shock over the way the case was handled and the inhumane behavior of the police personnel.
The society further said that the murky episode has painted volumes of filth on the state police fraternity and has unmasked the hidden devilish face of the men in uniform.
The society demanded that all the officers and the constables involved be terminated

The delegate’s coming from different professional backgrounds has been bonded together for their passion for petite creatures fluttering across the virgin foliages of Arunachal Pradesh. This meet has offered them a window to explore this magnificent land, informed NSEWC coordinator Arif Siddiqui who is looking after the arrival of guest.
It’ll also offer them the opportunity to meander across the Namdapha National Park in order to see and click some unknown species of butterflies, moths, spiders etc, he added. Moreover it will be also a learning experience for the youths of this landlocked region.
Some of the delegates are naturalist, some nature photographers, wildlife photographers, travel writers, IT Consultants etc.
I was involved in organising the Butterfly India Meet in the Eastern Ghats in 2007 and participated in the Butterfly India Meet held in Goa in 2009, informed enthusiast Minhajudding Ahmed Faruqi who has come from Hyderabad.
A PhD student working on Environmental Policy analysis in the area of Industrial Wastewater Pollution Abatement in Hyderabad, Keerthi Kiran Bandru said, “I am here to experience and explore the magnificence of the land called Arunachal Pradesh”.
Among the participants is a Limca Book of Records entrant, Subramanyam Kalluri, 61, who retired from Department of Atomic Energy last year. I have heard and read a lot about Arunahcal, so I didn’t wanted to miss this opportunity, he said. This meet will render us the opportunity to understand the wildlife and wilderness of this splendid state, he said.
Siddhart Edake 27, from The Corbett Foundation is another enthusiast. I have traveled all across India for various scientific projects and have a major interest in photography and documentation of wildlife and I hope Namdapha will be a wonderful opportunity for me to enhance my experience, he said.
Passionate naturalist and a wildlife photographer, Jag Mohan Garg of Kolkatta have been trekking since last 15 years. He has been creating awareness about trees and plants, winged friends, butterflies etc. Thousand of his photos are used in Wikipedia and Wikispecies. He has held few exhibitions focusing on bird photography. I expect to add some more new species to my collections during this meet, Garg said enthusiastically.
Scientist by profession and former director of the zoological survey of India, Dr JRB Alfred from Kolkatta said that the passion to comprehend the mysteries of this landlocked region has compelled him to participate in this event. I hope its turn into a fruitful trip for me and all the delegates who has come from across the country, he said.
Dr Rakhi Roy hoped that the Namdapha National Park will be lucky enough for her to trace and click some new species of butterflies.
We are expecting this meet to be as wonderful and enriching as the 2006 meet held at Jairampur, said Vijay Bharve Moderator Butterfly India group and a research scholar in USA.

Young Green Champions prepare for Queen’s Baton Relay
Itanagar, July 18: An orientation session on the project “‘Creating Young Green Champions for a responsible Citizen’s Force to link with the Commonwealth Games’ was organized yesterday by Future Generations Arunachal (FGA) in Itanagar for the schools participating in the project to coincide with the Queen’s Baton Relay in the city on July 22 and 23, 2010. Representatives of the teachers and the students attended the session in the FGA office.
Eight schools including Vivekananda Kendra Vidyalaya (Nirjuli), Kingcup Public School, (Itanagar), JNK Public School (Itanagar), Arunudaya Higher Secondary School (Itanagar), Government Middle School (Niti Vihar, Itanagar), Green Mount Public School (Itanagar), Vivekananda Kendra Vidyalaya (Chimpu) and Government Middle School (P Sector) are participating in the program. The students will prepare posters on low carbon practices and take out rallies on the routes of the Queens Baton Relay in Naharlagun and Itanagar. In addition, they will plant trees in the schools and other public places in order to create awareness on low carbon lifestyle among the communities.

Make use of the Rights
Dear Editor,
We are secure and safe in our own place, because of the tireless job rendered by Police.
But the recent incident of July 15 is quite shocking. There is a well known truism that “power corrupt but absolute power corrupt absolutely”.
Abraham Lincoln rightly said “democracy is of the people, for the people and by the people”, but who cares.
According to the Article 14 of the constitution-
Article 22 of the constitution and criminal law guarantee to every arrested person the following Fundamental Right:
•The right to be informed at the time of arrest of the offence for which the person is being arrested.
•The right to be presented before a magistrate within 24 hours of arrest.
•The right not to be ill treated or tortured during arrest or in custody.
•Confession made in police custody cannot be used as evidence against the accused.
•A boy under 15th years of age and women cannot be called to the police station only for questioning.
The supreme court of India has laid down specific requirements and procedures that the police and other agencies have to follow for the arrest, detention and interrogation of any person. These are known as the D. K. Basu Guidelines and some of these include:
•The police officials who carry out the arrest or interrogation should wear clear, accurate and visible identification and name tags with their designations;
•A memo of arrest should be prepared at the time of arrest and should include the time and date of arrest. It should also be attested by at least one witness who could include a family member of the person arrested. The arrest memo should be counter signed by the person arrested.
•The person arrested, detained or being interrogated has a right to inform a relative,
friend or well-
•When a friend or relative lives outside the district, the time of arrest and venue of custody must be notified by police within 8 to 12 hours after arrest.
As citizens of India it is our Fundamental Right to avail all these rights which are specially framed for our protection.

Police is not the law
Dear Editor,
The recent unfortunate murder of an APSTS conductor by the police personnel of the state is a big blot on the face of the state govt and the Arunachal Pradesh police. The murder of a person by the purported law keepers of the state has come as a shock on one and all. It will be agreed by everybody that the police have always had an indifferent attitude towards the general public. It is because of the wrongful assumption on part of the police personnel that they are the Law. They are not the law, rather they are just the enforcing agencies who are themselves strictly bound by the law of the land and the due procedure established by the law and they are not supposed to act outside the periphery of law and justice.
The recent accident can be summed up as a consequence of a practice that is prevalent
in Arunachal, where the police think that they are to be treated as god and law.
The establishment of the IRBn has further added to the woes of the public. The frame
of mental and physical attributes of the IRBn has let them throw the law and order
into wind. The attitudes of the pilot and escort vehicles of the so-

This attitude of the vehicle of the security cell of the CM led to the unfortunate accident. Now with this accident, the veracity of the statements given by the police in connection to the manhandling of the doctor of Leoparing is to be examined and accredited. The police are in wrongful assumption that the armed forces special power act (AFSPA) extends to the state govt. police also, at a time when the immunity clause to the armed forces is going to get amended. Now is the time for all the societies to come together irrespective of tribe and language barrier to condemn the action on part of the police and to seek justice for the aggrieved family. Let the guilty be punished.

Looking for promotion or space in media?
Dear Editor,
Is Naharlagun Police Station tired of doing duties efficiently or are they being overburdened by the growing law and order situation in the twin capital? It also appears that, they are either desperate for before time promotion or media crazy!
Whatever may be, innocent life has been lost due to poor handling of the case, once again. In the name of formalities, medical attention has been denied.
It seems that terrorizing the public tactics is being implemented to bring the number down in the crime chart. Its time they be trained well before more damage is done to reputation of the APP.

Dear Editor,
Just about a month ago we all witnessed the high handedness of the police in which one of the doctors was physically abused. The police authority instead of mending the ways just justified their act and eulogised the erring cop to glory and instead blamed the doctor of molesting someone. Now it’s for everyone to see the great deeds of the great cops. This time also the cops after erring have blamed the deceased person to be mentally unsound.
First they killed him and then they easily declare him mentally unsound. This is beyond imagination. Just imagine how the family members might have digested this. Is this what Police are trained for?
I know there are good cops in the department and many cases have been solved by them. It’s all because of some rotten apples in the basket which is rendering the whole basket of healthy apples worthless. Let’s hope that the erring cops are brought to books and victim gets full justice. God bless Arunachal.

Take Police to the task
Dear Editor,
Arunachal Legal Forum and Arunachal Student Union Of Shillong, would like to express deep sentiments regarding the heinous crime which was committed by Arunachal Police and IRBn personnel.
It is unreasonable to admit the statements made by the state police that the victim was insane and he attempted to commit suicide. Is it written, in the Indian Constitution that an insane person should be killed?
The statements made by police are completely baseless as they are trying to hide the real facts. If the deceased was so seriously injured then why did not they bring the victim to the hospital immediately after the accident took place?
It is prima facie case that police are hiding the real fact of the case. As per the media reports, victim was brought to the police station for formalities. Are formalities more important than person’s life?
Again police personnel shot a tear gas canister and hit a student injuring him seriously. Whether the tear gas is meant to disperse the crowd or to shoot directly upon the body of a person?
Now days, people of Arunachal Pradesh are living in great fear because of IRBn personnel and the state police. It seems Arunachal is no more a democratic state but a state where Police Raj prevails.
Therefore, it our sincere appeal to the state Government to take strict action against the culprits and terminate them from respective jobs. Home Minister is to be held responsible for the act of the Police and S.I. Suresh Singh, S.I. Kalom Pait, OC R.L. Rana, SDPO B.I. Mehra and all other who were involved in the act and who were on duty from 4:30 am to 6:30 am on July 15th should be terminated. At the same time it is our sincere appeal to the NGOs, human right commission and the people of Arunachal Pradesh to join hands and fight against the Police atrocities.

Police need psychiatric examination instead
Dear Editor,
Did the Police label a person insane and suicidal just to cover their inhuman, barbaric and uncivilized act? Even mad person needs medical attention.
These police personnel should be subjected to psychiatric examination instead. This is a clear case of negligence, custodial murder and abuse of power.
The involved cops should be terminated from the service with exemplarily punishment.
Calling back officers Mehra and Rana to PHQ is reward than punishment. The same units were in news recently for torturing a doctor on duty.
Political appointment of unqualified police drivers who think that the road is their father’s property should be abolished and proper training and counselling regarding driving ethics and etiquette should be imparted.
With deep sense of condolences to the bereaved family. May the departed soul rest in peace.

If VIPS want to enjoy full speed and power, please widen the roads and fill up the pot holes of the roads. There is no choice for pedestrian other than just walk along the road competing with the fast and furious cars. Police department should uphold the law instead of destroying it.
